The Westend Regional Sewage Services Commission (WRSSC) is requesting submissions for Qualification of Contractors to bid on the:

Westend Lagoon Upgrade Project

This project includes major upgrades to Westend Regional Sewage Services Commission’s (WRSSC) wastewater treatment system. The Towns of Turner Valley and Black Diamond are located approximately 23 km west of the Town of Okotoks, Alberta. The WRSSC Lagoon site is located on the northeast edge of the Town of Black Diamond, Alberta. The Lagoon site can be accessed from 3 Street NE. 

The Lagoon site consists of a lift station (Transfer Lift Station), a blower building and six lagoon cells. The current Lagoon Treatment System consists of two (2) setting ponds, one (1) complete mix aerated cell, two (2) partial mix aerated cells, and one (1) polishing pond. Upgrades are required to increase treatment capacity and improve the quality of treated effluent to meet discharge requirements.

Major work items for this contract will include the following general items. 

1. Civil site works, grading and fencing
2. Replacement of the Transfer Lift Station
3. The removal of sludge/settlement from the six existing cells.
4. Removal and replacement of lagoon aeration lines.
5. Expansion of the existing blower building.
6. Demolition of existing process piping, valves, and fittings.
7. Installation of two 250 HP aeration blowers
8. Construction of two Submerged Attached Growth Reactor systems
9. Construction of new Tertiary Treatment Building and Foundation.
10. Construction/Installation of the process, mechanical, and electrical/controls components of the Tertiary Treatment System.
    1. Disc Filter system
    2. UV Disinfection system
    3. Chemical feed system
11. Connection of utilities to the new Tertiary Treatment Building.

The intent of this qualification process is to allow the Town of Three Hills to rate and select eligible Contractors that will be invited to bid the necessary services for construction of the above-noted project.   

Through this request for qualifications, the Town of Three Hills seeks to ensure that companies that bid on this Contract have the experience, skill, ability, resources, bonding, integrity, and safety requirements needed to complete the specific work of this project.
